An evaluation stalls when each stakeholder uses a different definition of success. The goal is a decision record the buyer owns, with claims and approvals reviewed by the appropriate specialists.
“We need to see a demonstration before we know our criteria,” a systems director says. We should treat unverified items as questions until review is complete.”
Publish the criteria with an owner, evidence source, priority, and decision date. Mark assumptions clearly. Give buyers room to add their own requirements instead of forcing a vendor scorecard. This record also clarifies which questions need privacy, legal, clinical, technical, or procurement review.
