Start workforce planning by reconciling data definitions
A talent solutions consultant can make an uncertain workforce plan useful by identifying decisions, definitions, and data owners.
Workforce planning cannot give a responsible answer when each business unit counts people differently. A talent solutions consultant should begin with the decision leaders need to make, then expose the data definitions behind forecasts and headcount reports.
Maya, a CHRO, said, “The board wants an answer next month. Tell us exactly how many people to hire.” Ben replied, “We can build scenarios that support the board discussion. Before we model a number, what decision must the board make, and how does each unit define headcount today?” Maya said, “Finance counts open roles differently from operations, and growth forecasts changed twice.” Ben asked, “Can finance, workforce analytics, and two business leaders join a working session to agree the definitions and the ranges each forecast supports?” Maya said, “Yes. We need the assumptions visible.”
Ben should identify the reporting date, business units, available data, exclusions, and owner for each source. He can show more than one scenario when the growth forecast is uncertain, with the assumptions written beside each. A scenario is useful when leaders can see what would need to happen for it to apply.
The decision is to deliver a planning view with agreed definitions and a short list of unresolved inputs. Ben should avoid presenting a benchmark as a precise answer for the company. The CHRO can then use the view to ask the board for a choice or further evidence.
