A budget freeze can pause purchasing without removing an operating problem. An SDR should not push for an exception or pretend a meeting creates budget. Ask what the team needs ready when planning opens and when that decision occurs.
The prospect may need a clearer problem statement, technical validation, or internal sponsor. Help them choose one preparation step. This keeps the conversation grounded in their process and planning calendar.
At a fictional biotech company, the security team may know it needs better coverage outside normal hours but cannot request funds until annual planning. Ask which evidence the director needs and whether an operations leader should join discovery. The meeting can have purpose without an upcoming quote.
