Institutional Sales: Uncovering Investment Policy Constraints

An institutional sales conversation gains focus when the rep learns which limits in the investment policy shape the search. An allocator may say a strategy is interesting while a board policy, liquidity rule, or delegation limit makes a formal review unlikely. Ask about those boundaries early, before describing a manager as a fit.
Start with the decision process. Ask which policy sections the investment staff will test, whether an outside consultant has a required screen, and what would make the committee stop the review. The questions are practical because they separate curiosity from an actionable mandate. They also reveal who can explain a constraint if the initial contact is unsure.
For example, a foundation CIO says, “We need more flexibility, but the board is cautious.” The salesperson replies, “When the board uses flexibility, are they focused on liquidity, derivatives, governance oversight, or another limit?” After the CIO names quarterly liquidity and a leverage restriction, the rep says, “I will check our approved materials for the documented information relevant to those points. Who should confirm the committee’s interpretation before we schedule diligence?”
That response does not turn a policy conversation into a suitability claim. It creates an evidence path and identifies the policy owner. In call review, have reps write three fields: the stated constraint, the source who can verify it, and the material requested. Then practice replacing broad fit language with one question that tests a real constraint.
Before the next call, compare the notes with the committee calendar and the cycle for reviewing the investment policy. That check reveals whether the stated constraint is timely enough to matter or merely a concern mentioned in passing during an exploratory discussion.
