Onboarding completion, manager certification, territory assignment, and quota attainment may describe different parts of ramp. They should be examined before anyone selects a target.
Ask who maintains each measure and whether recent cohorts faced changes in territory, product, or hiring plans. Sales operations may own quota data, while managers certify readiness in the field. Their records can show a pattern, but a pattern alone does not explain why it occurred.
